n its Memorandum of Understanding between the International Group of P&I Associations and the (likely) signatory state authority or agency regarding the response to major maritime casualties and incidents the Intenational Group seeks to sign up governments to a set of relevant guidelines.
The MoU is not intended to be legally binding nor does it set out to override local law and procedures. However, procedures may not even exist in some jurisdictions. Henceforth when an incident occurs in a non-MoU country, the fact that some major administrations have committed to uniform good practice guidelines can only help owners and their liability insures to form a collaborative framework for the prompt and efficient handling of future incidents.
Another step towards the direction of uniform guidelines and rules in this regard is the Nairobi Convention already in force since April 2015.
